You don't need to scuba gear to enjoy the cave springs. You can use a normal snorkel and fins. You can bring your own, or rent any gear there. You can definitely hang out there for a picnic (some picnic tables available too). It can get busy at times, so go early in the morning or on weekdays. It cost about $35 per head I believe, but that could vary on their prices. They do have a website you could check to see special pricing or holiday hours.

You can certainly visit without having to dive! I would recommend looking at the website for prices, but they have rental snorkelling gear available if you don't have your own. It is a beautiful spring, and a great campsite. There is also a gorgeous botanical garden right next door. Cheers!
You need to be have a mask, snorkel and fins to go down and see the springs. They only let you look down the hole without mall and fins. Yes there are picnic tables and a covered pavilion there for picnics.
