I think you'll have to call DMB about this. According to the website, you can renew a motorcycle permit, but I found nothing regarding renewing a regular learner permit.
I don't think you can I'm not sure I know you're supposed to get your permit and they get it to you for awhile before it expires I think maybe a year and then you have to get your license or try and get your license I'm not sure so you can check up on that one
