In NYC, based on my experience, you need to apply for a marriage license online or at the office. Once the marriage license is issued to you at the office, you have I believe 60days for the ceremony where you will receive your marriage certificate right then. They gave me my certificate right away, same day. Also, you'll need only one witness to validate your wedding which you'll need to bring him/her on the ceremony day.

You need to apply for a marriage license in order to get married. On the day of your marriage, 3 signatures are required to validate the wedding took place. The license is then mailed to the city, processed, and a marriage certificate will arrive in the mail.
