That's been very common in dogs in this area this last summer it's mange and they're treating it with anti fungal wash and steroids Seen several dogs and my rescue dog had it when I received him God-bless his soul he rested to cancer
Get a flea comb and check for flea dirt. Sounds like flea dermatitis by your description.
