When my dog was chipped, is he automatically entered into a microchip database, if he is ever lost and found?? If not, where would the SPCA recommend I register him??

It was entered into the database from what i was told when i got my kitten with thr addrress i gave upon adoption

Do you know what "database" to which it was entered?? Does that number stay with them AND their registered owners, for the course of their life?? i.e. If my dog was lost today and found tomorrow, would his chip number relate him to me? Or just that she was once at the local SPCA? Thanks for the response, none the less!!
