yes,it is however up to the piercer if they would pierce a 13 yr olds nostril. you need your i.d, the childs i.d (which any government issued i.d will work.) and the childs birth certificate. then you take the release form and have it notarized

Yes but I'd call to make sure the piercing person is working. Make sure the papers are notarized too.
