They don't allow pets to be adopted until they are spayed (females) or neutered (males) because they don't allow breeding.

I would recommend going to a breeder, as most rescues won't adopt out a dog that is unaltered, because it kind of goes again the mission of their organization (reducing the number of dogs in need of a home). But if your unaltered female is a rescue, try checking with them about other organizations that may be willing to do that. You can also check on petfinder, they may have an option to let you search based on whether the dog is neutered. But I believe LCHS requires their animals to be spayed/neutered before adoption
