Yes. They must be fresh flowers, except during winter months. There are plastic vases in bins around the cemetery, and water spigots. And the flowers are cleared away weekly, on Tuesday I think, so they can mow the grass. The deer love to eat the flowers, too. But I have found that they don't like purple statice. You can check online to find other flowers they won't eat.
Yes, but it's their policy that only fresh (real) flowers be placed, although I have seen a number of synthetic flowers placed on graves, despite the policy.
