The person booking the room must have a military I'd. If they do not have a military I'd then you would have to book the room for them.
Military I'd holders must book rooms. They may need to be guests as well. I would check with the facility.

Yes, you must book the room, and sponsor them into the lodge as well. Once you get them a pass on the base and sign registration your family will be fine
