They could be there anytime if year but i saw quite a few more towards the evening although I've seen them around boats midday. Your best bet is to try in the morning to lunch time because in the evening you're looking into the sun.
As JR Clark said it's a hit or miss thing most the time but in cooler weather they will look for shallow water that is warmer for them and the water near the boat ramp and boardwalk are more shallow.
