Haha no definitely not. Its a military recruiting office. I know everyone that works there. And they would probably have too much fun if they had handcuffs. If a fight or anything else goes down they call the police to handle it. The only things at the office are furniture, a ton papers and the recruiters. I dont even think the military surplus store near by has handcuffs. I reccomend ordering some from Amazon.

Definitely weren't there the last time I was there. (Not that I was looking.) Online is probably your best bet.
I'm pretty sure they wouldn't. That's an issue item for the Military Police and they wouldn't be allowed to use their own.
