Depends on the animal, but most you do not need a license to own. As Parker above said you would/typically need one to breed and sell. It is something that you can look into or just ask the guys at Ack's he's really knowledgeable.
Not in New York for birds, to my knowledge. You would only need a license to breed and sell your own birds. Reptiles, I'm not sure.
