Yes it is fenced, the opening that Doug commented about has a gate mostly used for boat access from the river or if you want to let your dog get wet.

There is a large sign at each entrance listing the rules. No smoking, running, food or treats, pick up after your pooch!
Mostly yes, there is a section on the west side of the 'big dog' area that is open to the river, however. All land access is fenced in though.
Ive seen owners smoking in the park, told um smoking is prohibited and if looks could kill I'd be dead 10 times over now
