A service dog is legally seen as medical equipment, and therefore allowed wherever the person is allowed. Legally you cannot regect a service dog. Though, a therapy dog is not seen as a service dog, they are not seen as medical equipment, and therefor cannot be used as a service dog. You can get any dog to become a therapy dog, but not the same vice versa. You can correct me if I am wrong, but I am pretty sure. The point is that, service dogs are, lack of a better word, higher level to a therapy dog.
When you say comfort dog, do you mean therapy dog?
