Yes. It is a state park and free to the public. It has picnic tables and public restrooms. Plus one walking trail.

Yes. Fort Fisher has a 4 x 4 beach, which requires a 15 pass to be purchased. The other parts of the beach, and surrounding fort, are open to the public
