Yes it is the same as the one on Florin. I like their food and their service. Plaza del sol its a very good choice too.
I really don't know, but you could check on one of the Web sites and it should indicate an affiliation or not. I wasn't very happy with the place and would choose Plaza del sol over most of the places in elk grove for Mexican food.
