If I am arriving to Boston on a business class ticket can I access the lounge? Or is it only on departing flights? My international leg is business class but my domestic connection in Boston is regular.

Technically you cannot, as it is not an arrivals lounge. But you can try, if it isn't crowded they might let you in.
