Philadelphia Animal Welfare Society (PAWS) will neuter him for $20 if you have a food stamp card and ID.
I believe Animal Welfare will neuter pets at a reduced price, but you will have to call them and find out when the procedure is available.
Most likely not for free but for very reduced cost. There are several programs so call to find out what your qualifed for
