I have the same question. I have neighbors who do the same thing and the weather has changed and gotten colder.
I agree, the idea of having a pet is vastly different than the reality. Sometimes it's difficult to determine someone's character who may seek a pet. The time and recourses evolved in checking up on adoptions are just not there. If abuse is reported, and not investigated, that is a problem. Not sure what you're asking, but I think that its easy to get emotional when neglect is so obvious. Lazy, cruel, and unconcerned people exist. Thats the reality fwiw.
I had next door neighbor, in a nice neighborhood, who kept 1 pit bull in their garage. They had two more pits chained in the backyard. They were trying to bread them. First in winter in Virginia Beach is like here. Not freezing for months and months. The temperature had to be near 100. I called animal control. Then I called about something else. First the dogs got dog houses, then a changer big enough for them to move around. Like a small run. Then they had to put tarp on top of the cage and down 3 of 4 sides. Then they weren’t to obseres
