No fee for the dog park, but you do have to pay for parking (something like $2). There is a section specifically for dogs under 15 lb/ service dogs.
Its $5 for parking and I suggest finding somewhere else. I tried this dog park the other day and along with downed tree limbs, there were consistant pit bulls + large aggressive dogs in the small dog area. Aggressive owners screaming.....dog fights.....I left traumatized.
