What is the process for a veteran with honorable discharge to get into the base and do some shopping ?

Military ID whether active duty or retired/veteran will allow you to shop at any military exchange and all base stores.

As long as you have a military ID you can shop, must have ID to purchase. As far as I know anyone who holds a Veteran ID can only shop online.
