Yes , There is a public beach at King Park with free parking, a covered area for grilling and picnics, a park, baseball field , restrooms, and a public dock. **HOWEVER*** If it is swimming that you have your heart set on, I strongly recommend checking before heading down there to make sure it is open for swimming that day, as they frequently do water quality testing here in Newport, and based on the results the city sometimes will ban swimming at certain beaches for a day or two
