I recently went to the Cranston dmv and was issued new plates and was not able to just transfer the old plates to the new vehicle.. Do i have to return the old plates in person or can they just be mailed to dmv?

Bring them back in person so you can get a receipt for turning them in and save the receipt

Just drop off the old plates, but you can't put the new ones on until they cancel the old ones.

As far as i know you have to do it in person.
