I’m from mass just got a letter stating I got a ticket in 2009 in RI but i never got one that year. Doesn’t say what the ticket is for, where would I go to ge this straiten out?

You need to get a copy of your driving record from Massachusetts RMV. It should have more information about the ticket cited in the letter. You can proceed from that point to contact the police department shown to have issued the ticket. That agency may be able to provide you with a document you can use to get your record cleared at the Rhode Island DMV.

Well, you can start by going to a hearing to object to the ticket which by now is probably to late, go to the town you got the ticket in and find out where and when the ticket was issued or just pay it.
