My niece is a legal resident, way her licensed have a note saying not for federal identification? Can you explain that please

Her license is valid for all purposes -- driving, banking, etc, -- through its expiration date. The exception is that beginning Oct. 1, 2020, it cannot be used as identification to board a domestic air flight within the U.S. or to enter some federal facilities. If she has a valid passport, she can use that when she flies or visits a federal building that requires ID for entry. She can also upgrade her license to a REAL ID version. On or before October 1st 2020 you will not be able to go into a federal building or an aircraft unless you have a real ID to change it up to real ID you bring two proofs of address hard copy of the social security number and birth certificate to the DMV on the renewal date or by October 1st 2020 whichever comes first If she already has a passport she doesn't have to do it but if she wants to board an airplane you know anytime I have for October of next year you got to have it everybody in the country
