No. You can do that here, throug h our online system. See here: http://www.dmv.ri.gov/insurance/ You can reinstate your registration after you complete the insurance process.
Also my plates were taken by the officer that pulled me over do I re-register because I don't have my plates anymore my plate number was QJ 982
