Your need to write a gift letter gifting her/him the plates. "I, Lea Rockholz, gift to XX, the following plate: _____." She/He would then bring in that letter and their old Rhode Island license plates, (if they have them) and we will do a Plate Change transaction. The form that is needed is the TR-1 form (Title and Registration Application). I don't believe they do that any longer Go on the dmv/ri website to find out. There will also,be a bumber to call
