You don't file accident reports with the Rhode Island DMV. In instances when a police officer is not present to file a report, you can self-file with the police department. All police reports are shared electronically with DMV records system through statewide and national electronic data systems. Insurance companies share your accident history with these systems as well.
For what I know, you don't have to report a car accident to the DMV, usually your insurance company do that. Insurance company communicates with the DMV about your driving history (for example) if your insurance lapses, does not meet certain standards, if someone get injured in a car accident (or die), or if you are convicted of a serious driving offense, such as a DUI.
