How many miles total do you have on your Lancer? It's likely your car doesn't really need a "tune up" as spark plugs have changed to have longer life and timing is computer controlled.
It's hard to give an exact price until actual checking everything. Average tune could be about $200 for a minimal parts and labor tune up to about $600 for a more complete tune up with everything being replaced as needed which will also be higher cost for more parts and labor
