I live in the city of York and our neighbor build a dog house and now has his Pomeranian living outside. I am concern as the weather is getting colder. Should this dog be left outside day and night?
If not who do I contact to report this?

Yes. Call animal control asap! They will be more help than the SPCA I believe. I think they are a government agency that can enforce laws.
