How do I get on a waiting list and how much for a one bedroom apt.

You have to call the facility directly to be placed on a list. I'm unsure of prices but they'll give them to you when you call

The best sdvice I can give is to contact the facility direct. Last I heard they were not adding people to 1 bedroom units due the list that exist. I live in a studio unit. The price is also based on a downtown view vs. a river view. It's a great place to live. Contact them direct.
