Nothing is ever truly new for more than that split moment in which it was created. The fact a thing may have sat idly by waiting for its turn at a function, does not preclude it from being old. As things may come into ones life at various times, those things can be considered "new to you", however, I assure you, they very much are not new, have some time of existing, and as such are old. Old, used, unused - everything has only a certain amount of time it can and will exist. Even people, born only minutes ago, are referred to as "minutes old" and have bug the cycle of aging and the process of dying. The expected length of existence of anything can range from mere milliseconds to millennium or even eons. With that said, there's no way of determining what you are actually asking, without taking great liberties to answer.
I'd say new because Publix has strict policies for customers and their well being.
They are new. They get changed every 6 months
If your talking about the bulbs, about every 6 months Publix has a crew that comes in and swaps out old and bad ones for new ones.
