I don't believe so. I've never seen any. Service dogs possibly since it's inside the park. The Cowfish only has upstairs balcony seating to be outside. Otherwise, the lower level is all indoors.

I see service dogs in the parks and in city walk and they have a kennel 😎

Not sure, it would be best to call, but I doubt it bc it's inside Universal.
