Yes they rent scooters. They cost $12 to rent and you have to surrender your driver's license at the kiosk where you pay the entrance fee. Upon returning the scooter to the left side of the gift shop and return the scooter keys to the kiosk, your driver's license is returned to you. I highly recommend using it if you have trouble walking. My mom did since she is still recovering from knee surgery, so I rented one for her and she thoroughly enjoyed the garden. By the way, they just started with exhibits from an artist named Fräbel, who does wonderful glass work. The exhibit had just opened 2 weeks ago when I was there.
Yes, there are some you can rent out for free. It is first come first serve.
