what good is this number if you can't talk to anyone

If you are speaking of the Taxpayer Assistance Walk-in number... its used to schedule appointments to meet face-to-face with an IRS representative. It does not offer immediate help, only to schedule a future appointment. However, IRS has multiple ph# for you to obtain telephone assistance; for example, 800-829-1040 for tax topics related to Individual taxpayers, but you may have longer than normal hold times or could offer a call-back option if the phone lines are over saturated with calls.
