Do you mean why are they not open early in the morning? Most snoball stands have late afternoon through evening hours to reflect when kids are out of school & parents off-work, as well as a treat for the hottest part of the day.

Morning would not be a busy time for sweet snowballs. Afternoon and evening hours are better for families.
