Do we need to reserve a pavilion if I need one for a few hours for a birthday party or event? I don't need anything huge but something to fit at least 20 to 25 people. Who do I need to contact if I do?

Yes, you have to contact the Recreation Department of the City of Vero Beach. You have to put a deposit down.
