You can go before 8:00 a.m. and they attend you without an appointment. Only for paperwork, not for theory or practice.

Hello, based on my experience, you cannot arrive without an appointment unless it is a renewal but if it is a license for the first time they do not accept you without an appointment. What I can suggest is that you try to do the tests through driving schools in case it is your first time you can do the theoretical exam with them and you can advance the process instead of taking 2 appointments (theoretical and practical) you would get only one appointment to do your practical test ... good luck !!
