The VA would give you the answer. I'm with Jerry - you can get into the VA clinic there, but probably not the base itself.

I don't think you can get on base with a VA ID, and you definitely won't be able to shop at the Commissary. You can shop at the BX online now, though. Congress made that a Vet benefit last year.
