Both should have passports. Always ask ur travel agent where u book ur tickets from. Enquire with the airlines.
With the security risk most places require the birth certificate to show the child is really your child. But I would call and see
I would check with the airline. A birth certificate should be enough along with your picture ID. I was a bit extreme and got both my kids passports as soon as I got then social security numbers.
