I don't think it's rude when you say, excuse me please! It has to be something very important for me to interrupt you to ask a question, but necessary. Just my opinion. I myself will raise a finger, and give them eye contact to let them know that I hear them, and please give me a second and I will answer them. No disrespect to them or myself.

was always taught it was rude to interrupt a conversation between 2 people and to not interrupt. I believe if their conversation goes on for a long period of time you could politely ask. Maybe it would be best to give them a few minutes to complete their conversation,
