Pool return jet are very slow . Tried back washing and cleaned skimmers. Pressure gauge reads 21 and goes to 0 when pump is off. What could be the problem?

Check your hair basket mounted on the intake side of the pump. May need to be cleaned out

Mine does that too, I would check all skimmer baskets including the one in connecting to the filter
