A better answer is that restaruant is poorly managed
Ok, say you go in at 10:00 am and order, say, a type of pancake that hasn't been ordered all day. They would have to take the time to make that specific batter and cook it. Also, there is usually very limited staff. Lastly, it depends on how many people you bring. If you bring more than one person, they will usually bring all of the food out at once, and some things take longer to cook.

Good question. I find myself waiting 25 minutes for a carryout quesadilla just about every time i go for lunch.
