No, the Garden is in a court yard inside the Museum Square, you can stay as long as you want. They do give you timed entry passes to the Dr. Seuss Museum, (i.e. 10:00, 11:00 Noon etc.) but once you are inside, you can stay as long as you want. As to how long, it depends on how many exhibits in the other Museum buildings you want to see. We spent about 3 hours, but only wanted to see about 80% of the exhibits. We didn't have any children with us, so times will vary. Don't skip the Van Gogh exhibit, it has both children and adult attractions.

Yes they are. 4 buildings and garden and other building across street. I think about 2hrs possible more.

The gardens are on the same property but free to visit. The entire gardens can be viewed within minutes
