I believe that once the veteran is decreased, the spouse can apply for death benefits.

Hi, the Veteran's compensation or pension would not transfer to the spouse. If the Veteran had passed on, please report the death by calling our 1-800 number located on our profile and say "report a death" after the menu. For burial benefits, please go to cem.va.gov/cem/burial_benefits/index.asp. To see if the spouse is eligible for survivor's benefits, go to va.gov/opa/persona/dependent_survivor.asp
