I tried to submit a VA Form 28-1900 form to the office by trying to make an appointment with vocational rehabilitation, but it seems virtually impossible to do so. They don’t list a direct phone number to their office. Instead I was transferred to a National VA Vocational Rehabilitation help line operator that said the Baltimore office does not list their direct phone number for some unknown reason even to their office. I was told the office does not accept walk-in’s. It’s hard to understand how and why the Vocational Rehab Office in Baltimore that is supposed to help veterans, goes out of their way to hide from assisting veterans.

I believe that once the veteran is decreased, the spouse can apply for death benefits.
