Yes, they validate. Be sure to bring your ticket with you to the restaurant and ask them to stamp it for you. I believe the validation is good for 2 hours worth of parking (although it may be as much as 3). If you're going to be there longer, you will be charged at the rates listed by the garage/parking structure entrance.
