Basically it means that they can't add your name to the registry of people who are unsafe to work around children. If the if they had enough evidence to say that the claims against a person were substantiated then that person goes on a registry of people who child care providers will not hire to work with kids if the claims are not substantiated that means that they didn't have sufficient evidence to either file a charge against the person or to prove that the child was actually being neglected or abused. unfortunately however it does not mean that they will drop the case and go find actual perpetrators.
