There shouldn't be a drop off fee, but the one way price maybe a little higher. Also the Barstow location doesn't have a key drop box after hours because of the security bars on the building entrance. At least that's how it was 6 months ago when I did it.
The. Avis operation in Barstow recently changed owners and some things and procedures have changed. They are now closed on Sundays and close at noon on Saturdays. Pls call them at the number listed on a Google search response. Closest alternative drop off point is Victorville.
Yes it's possible last time I rented a car it had Vegas plates & I rented it here. I'm not exactly sure if they have a drop off fee sorry!
There should be no drop off charge just the price of the rental
