Do the riverside rooms have access to the deck outside the room like balconies?

Yes the rooms open out onto the lower deck, have deck chairs, bring your own beverages as the vending machine is a bandit. The ice machine is on the 2nd deck, follow the hum. You have access to the other decks if work is not being done.

I don't believe so all I've ever done is take the ride and have dinner.

The deck wraps all the way around the outside of the boat on the 1st and 2nd floors. The 3 floor is open and partially covered with a conopy. They have chairs on the deck for sitting and watching the river. The carpeting is the AstroTurf removed from Nebraska's Memorial Stadium in 1998.
